Lam Dong leader leaks whistleblower information

Nguyen The Hoc, secretary of Gia Hiep commune Party Committee, was found to have leaked whistleblower information while serving as former vice chairman of Di Linh district People's Committee.

The Lam Dong provincial People's Committee issued a conclusion on 2/2 regarding a complaint against Nguyen The Hoc, former vice chairman of Di Linh district People's Committee and current secretary of Gia Hiep commune Party Committee.

According to the conclusion, in 4/2021, a citizen filed a complaint against Trinh Van Dung, chairman of Gung Re commune People's Committee, Di Linh district, alleging legal violations in official duties.

Four months later, the Di Linh district People's Committee, under Nguyen The Hoc's signature, issued a notice stating that the complaint would not be processed. This document disclosed the whistleblower's full name and address and was sent to multiple agencies, units, and individuals.

Subsequently, the citizen filed another complaint with the Lam Dong provincial People's Committee, alleging that Hoc had leaked whistleblower information. In 8/2025, the provincial People's Committee chairman decided to accept the case and assigned functional agencies to verify the allegations.

During discussions with the verification team, Nguyen The Hoc admitted that revealing the whistleblower's identity violated confidentiality regulations. He attributed the error to insufficient research of legal provisions by his advisory department and himself, accepting responsibility and committing to learning from the experience.

The Lam Dong provincial People's Committee concluded that the citizen's complaint was accurate. While Hoc's and related parties' violation of whistleblower information confidentiality regulations has not yet caused severe consequences, it risks affecting the whistleblower's legal rights and interests, as well as the reputation of the accused's agency or unit and related individuals.

The provincial People's Committee determined that Nguyen The Hoc bears primary responsibility. Tran Duc Cong, former chairman of Di Linh district People's Committee and current secretary of Hoa Ninh commune Party Committee, bears joint responsibility as the head, along with other individuals involved in providing advice.

Based on this conclusion, the Lam Dong provincial People's Committee demanded that all involved individuals cease the violations and prevent recurrence. It also assigned the provincial Inspectorate to advise the provincial People's Committee to report to the provincial People's Committee Party Committee, proposing that the provincial Party Committee Standing Committee review and clarify the responsibilities of Hoc and Cong.
