The Government Office on 19/10 announced the conclusion of Deputy Prime Minister Pham Thi Thanh Tra at the first meeting of the Steering Committee for reviewing and improving the job position system, linked to building a team of officials and managing staffing within the government's scope.
According to the conclusion, the Deputy Prime Minister assigned the Ministry of Home Affairs as the first agency among ministries and ministerial-level agencies, along with Hanoi and another suitable locality, to develop a plan and propose to competent authorities permission to pilot the application of job positions. This initiative will facilitate salary policy reform for officials, civil servants, and public employees.
This move prepares for a shift from personnel management primarily based on quotas, ranks, and grades, to defining the work, responsibilities, capabilities, and performance outcomes for each position. This will serve as a foundation for innovating salary policies.
The Deputy Prime Minister emphasized that job positions must become a consistent basis for recruiting, assigning, utilizing, training, evaluating, and screening officials, civil servants, and public employees. Simultaneously, they will support staffing management and salary reform.
Defining job positions must originate from the requirements of the work, products, results, responsibilities, and necessary competencies. This approach replaces direct reliance on the number of existing personnel, ranks, grades, or assigned staffing quotas. The conclusion explicitly states, "Do not use the number of existing personnel, ranks, grades, or assigned staffing quotas as a direct basis for determining job positions."
Each position must be associated with a relatively stable group of tasks, having clear duties, products, and responsibilities. Separate positions should not be created for individual steps or ad hoc tasks. The job description must specifically outline authority, responsibility, coordination relationships, and competency requirements, while also resolving overlapping, redundant, or omitted tasks among agencies.
Determining human resource needs must not exceed the total assigned staffing quota. Units with surplus personnel must transfer them to understaffed units or implement downsizing if reassignment is not possible.

The Deputy Prime Minister requested government-managed agencies to finalize the job position system linked to staffing, reporting to the government before 20/10. Ministries and ministerial-level agencies must propose staffing needs for the 2027-2031 period to report to competent authorities in december. The connection of job position data must be completed in 2026.
Previously, in a conclusion on 17/10, the Politburo requested the completion of a unified job position database across the entire political system this year. From 2027, agencies will continue to standardize job position catalogs, job descriptions, competency frameworks, and methods for determining human resource needs. This aims to innovate evaluation mechanisms, salaries, and benefits based on capabilities and work results.
Improving the job position system is a crucial condition for implementing salary reform. Resolution 27 of 2018 by the Central Committee outlined the direction for building new salary scales based on job positions, titles, and leadership roles, replacing the mechanism of calculating salaries based on basic salary and coefficients. To achieve this, agencies must clearly define the tasks, competency requirements, and responsibilities for each position to establish appropriate salary policies.
Deputy Prime Minister Pham Thi Thanh Tra currently leads the Central Steering Committee for Salary Policy Reform, Social Insurance, and Incentives for People with Meritorious Services. According to the plan, the salary reform project is expected to be submitted to the Politburo and the Secretariat in 2/2027, before being presented to the Central Committee for consideration in 3/2027.
