71-year-old Nguyen Xuan Phuc, born in Quang Nam (now Da Nang), holds a bachelor's degree in economics. He served as a member of the central committee for 4 consecutive terms, from the 10th to the 13th congresses, and as a politburo member for three terms (11th, 12th, and 13th). He was also a National Assembly representative for 4 terms (11th, 13th, 14th, and 15th).
In 1/2023, the central committee accepted Nguyen Xuan Phuc's resignation from his positions as a politburo member, a member of the 13th central committee, president, and chairman of the national defense and security council for the 2021-2026 term, at his request.
Before becoming president in 4/2021, he served a term as prime minister from 2016 to 2021. The central committee acknowledged his efforts in leading and directing Covid-19 prevention and control, which achieved significant results. However, he was held politically responsible for the misconduct of numerous officials under his leadership.
In mid-12/2024, the politburo reprimanded Nguyen Xuan Phuc for violations of party and state regulations during his tenure as a politburo member, secretary of the communist party's secretariat, and prime minister. These violations related to the performance of his assigned duties and responsibilities, including anti-corruption efforts.

55-year-old Vo Van Thuong, from Vinh Long, holds a master's degree in philosophy. He became the youngest president upon taking office. He was an alternate member of the 10th central committee at the age of 36, a member of the central committee for three consecutive terms (11th, 12th, and 13th), a politburo member for two terms (12th and 13th), and a National Assembly representative for three terms (12th, 14th, and 15th).
On 2/3/2023, while serving as a politburo member and permanent member of the secretariat, he was elected president by the National Assembly for the 2021-2026 term, replacing Nguyen Xuan Phuc. A year later, in 3/2024, Vo Van Thuong resigned from all his positions, including politburo member, member of the 13th central committee, president, and chairman of the national defense and security council, which the central committee accepted. The National Assembly subsequently relieved him of his presidential duties and his role as a representative in the 15th National Assembly.
In 11/2023, the politburo and the secretariat, after reviewing the central inspection committee's recommendations, concluded that Vo Van Thuong had violated party and state regulations during his time as secretary of the Quang Ngai provincial party committee (2010-2015), head of the central propaganda department, permanent member of the secretariat, and president.
He was found to have committed violations in anti-corruption efforts, breached party regulations on conduct and exemplary behavior, causing serious consequences, negative public opinion, and impacting the prestige of the party and state. However, he was not disciplined at the time due to undergoing medical treatment.

68-year-old Vuong Dinh Hue, from Nghe An, is a professor and holds a doctorate in economics. He was a politburo member for two terms (12th and 13th), a central committee member for four terms (10th-13th), and a National Assembly representative for three terms (13th-15th).
In 5/2024, Hue resigned from his positions as a politburo member, a member of the 13th central committee, and chairman of the 15th National Assembly, which the central committee accepted, and the National Assembly relieved him of his duties.
In 11/2024, the politburo reprimanded Vuong Dinh Hue for violating party and state regulations during his tenure as a politburo member, secretary of the National Assembly's party delegation, and chairman of the National Assembly.
He was also found to have committed violations in anti-corruption efforts, breached party regulations on conduct and exemplary behavior, causing serious consequences, negative public opinion, and impacting the prestige of the party and state.

66-year-old Nguyen Thi Kim Tien, from Ha Tinh, is a medical doctor and associate professor. In 2007, at the age of 47, she was transferred from her position as director of the Ho Chi Minh City Pasteur Institute to Hanoi to serve as deputy minister of health. In 8/2011, she was appointed minister of health.
She was an alternate member of the 10th central committee, a full member of the 11th central committee, and a National Assembly representative for the 13th term. During the 12th government term, she was the only member who was not a member of the central committee.
After 8 years as minister of health, in early 7/2019, she was assigned by the politburo to concurrently serve as head of the central committee's health protection and care committee. In 11/2019, she resigned as minister of health.
In 11/2021, the politburo reprimanded and dismissed Nguyen Thi Kim Tien from her position as head of the central committee's health protection and care committee.
