The 13th Central Committee Conference, held over three days and concluding on the afternoon of 8/10, focused on crucial matters, primarily personnel work. According to the announcement from the conference, the Central Committee deemed this task especially important and pivotal for the success of the upcoming 14th National Congress and the nation's future development.
All personnel nominations for the 14th Central Committee, including both official and alternate members, as well as re-elected and first-time participants, were thoroughly considered. Similar nominations were made for the Central Inspection Commission. These selections strictly adhered to the standards, conditions, structure, and numerical guidelines outlined for the 14th Congress. The Central Committee also provided input on the 14th Congress's schedule, content, agenda, working regulations, and election rules, emphasizing democracy, scientific rigor, and effectiveness.
During the conference, four new members were elected to the Central Inspection Commission: Nguyen Manh Hung, who serves as Deputy Secretary of the Hung Yen Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Hung Yen province; Tran Quoc Binh, Director of Department III within the Central Inspection Commission Agency; Trinh The Binh, a director and secretary to a Politburo member, also a standing member of the Secretariat; and Major General Tran Van Phuc, Director of the Quang Ninh Provincial Police.
The Central Committee also advised the Politburo on nominations for the National Assembly to elect several key positions. These include the Secretary General of the National Assembly and Head of the National Assembly Office, the Head of the Science, Technology and Environment Committee, and a Member of the National Assembly Standing Committee who also serves as Head of the Delegate Affairs Committee. Furthermore, personnel were nominated for the National Assembly to approve appointments for Deputy Prime Minister, Minister of Foreign Affairs, and Minister of Home Affairs.

The conference reviewed several key reports, including the draft Political Report. This comprehensive document integrates political, socio-economic, and Party building reports, along with the implementation of the Party Charter. The report's core content emphasizes enhancing strategic autonomy, refining development institutions through four key transformations: digital, green, energy, and structural. It also focuses on improving human resource quality. The guiding principles include ensuring stability, fostering breakthroughs, promoting development, and enhancing the material, spiritual, and overall well-being of the people.
The Central Committee noted that the development of the Draft Action Program, intended to implement the Resolution of the 14th Congress, represents a new approach and a breakthrough in both strategic thinking and practical implementation methods. Concerning the Report summarizing 40 years of Doi Moi (Renovation), the Central Committee recognized the Steering Committee's efforts in reviewing and incorporating numerous new policies and issues, including synthesizing feedback from Party Committees directly under the Central Committee and integrating survey results from grassroots-level Party Congresses. Regarding the Report summarizing 15 years of implementing the Party Charter (2011–2025) and outlining proposed amendments, the Central Committee noted that the work was conducted rigorously, incorporating updated policies, ensuring both continuity and practical relevance.
Following extensive discussions, the Central Committee unanimously approved three key documents for submission to the Party's 14th National Congress: the Political Report, the Report summarizing 40 years of Doi Moi, and the Report summarizing 15 years of implementing the Party Charter.
In other significant decisions, the Central Committee approved the request of Le Quang Huy, Head of the National Assembly's Science, Technology and Environment Committee, to step down as a member of the Party Central Committee. Additionally, the committee decided to strip Do Trong Hung, a Central Committee member and former Deputy Head of the Central Organization Commission, former Secretary of the Provincial Party Committee, and former Chairman of the Thanh Hoa Provincial People's Council, of all Party positions. This decision followed violations that caused very serious consequences.
The Central Committee tasked the Politburo with finalizing and issuing its conclusion on the socio-economic situation. It also directed the Government Party Committee to complete all reports and plans for submission to the National Assembly for consideration during the 10th session of the 15th National Assembly.
