Chairing a meeting of the State Steering Committee for national important and key transport sector projects on 30/1/2026, Prime Minister Pham Minh Chinh highlighted the "four 'no's'" spirit: no day wasted, no week delayed, no month of missed opportunities, and no year of passivity. Projects must also ensure "five 'izations'": digitalization, greening, efficiency optimization, smart governance, and harmonizing the interests of the State, people, and businesses.
The government leader called for the implementation of the 14th Party Congress Resolution from the very first day, week, and month with greater determination and effort. The Prime Minister emphasized decisive action with clear priorities, completing each task, and clearly assigning individuals, tasks, responsibilities, authorities, timelines, and results.
Regarding land clearance, the Prime Minister instructed Party committee secretaries to directly engage, provide close guidance, and mobilize the entire political system and relevant forces to accelerate progress. People affected by land clearance must be guaranteed new housing that is at least equivalent to or better than their previous homes.
For investor selection, bidding, auctioning, and direct contracting, the Prime Minister demanded strict adherence to legal regulations and ensured efficiency. He stressed against dividing bid packages, avoiding sub-contracting, bid rigging, or collusive bidding practices, and preventing corruption and negativity. He also noted that expressway projects should prioritize selecting reputable corporations and enterprises with a proven track record of successful previous projects.

The Prime Minister also advised Can Tho City to learn from experience and expedite work within its jurisdiction for the Chau Doc - Can Tho - Soc Trang expressway project.
The Ministry of Construction, in coordination with the Government Inspectorate and the Ministry of Finance, is required to review projects and conduct inspections, checks, and audits from the outset. This aims to promptly detect any unusual or newly arising signs, preventing negativity and corruption.
Project owners, contractors, engineers, and workers on site are urged to uphold their sense of responsibility, comply with the law, and organize continuous construction under the motto "overcoming sun and rain, never yielding to storms," "eating quickly, sleeping urgently," and working "3 shifts, 4 crews." Local authorities must pay attention and ensure workers are not "lonely on the construction site." Military and police forces are to proactively support ministries, sectors, localities, project owners, and contractors in accelerating progress.
The Ministry of Finance and the Ministry of Construction are to coordinate in identifying key projects within the medium-term public investment plan, ensuring that the entire country completes at least 5,000 km of expressways by 2030. The Prime Minister emphasized prioritizing sections in the Mekong Delta, striving to complete 600 km of expressways in the region by the end of 2026 and an additional 600 km by 2030.
Difficult areas such as Cao Bang, Tuyen Quang, Lai Chau, and Son La are to receive prioritized investment. The Prime Minister assigned the early completion of the Dong Dang, Lang Son province - Tra Linh, Cao Bang province route, and routes connecting to Laos, including Vinh - Thanh Thuy and My Thuy - La Lay, along with Central Highlands connectivity projects.
For airport investment and expansion projects at Long Thanh, Ca Mau, Quang Tri, Gia Binh, Phu Cat, Phu Quoc, and Con Dao, agencies must increase inspections, checks, and strictly handle violations without affecting project progress. Son La province is to continue researching the restoration of Na San airport.
The head of government called for urgent investment and expansion of ports such as Cai Mep - Thi Vai, Lach Huyen, Hon Khoai, and Lien Chiieu. Concurrently, projects connecting seaports and airports must be accelerated, especially the Long Thanh airport connection and the Gia Binh airport connection to Hanoi.
That same afternoon, the Prime Minister chaired a Standing Government meeting on the socio-economic situation to prepare for the January regular government session. He emphasized the goals of maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances, and achieving rapid and sustainable development, guided by the motto "choose right - implement fast - finish thoroughly - measure by results."
