A new administrative complex in Nha Trang, Khanh Hoa province, designed in the symbolic shape of a 'peace dove's wings,' opened on 28/1 after two years of construction. Located on a 2,3-hectare plot at 1 Tran Phu Street, a central coastal road, the project represents a significant investment of over 544 billion VND. This complex houses the Provincial Party Committee, National Assembly Delegation, Provincial People's Council, and Provincial People's Committee.

The design draws inspiration from a peace dove spreading its wings towards the ocean and sky. The central block, home to the Provincial People's Council, embodies the principle of 'people as the foundation, by the people, for the people.' The two 'wings' house the Provincial Party Committee, the local political organization, and the Provincial People's Committee, the state management agency, all striving for Independence - Freedom - Happiness. The building's orientation, diagonally facing southeast towards the sea, symbolically points to a sovereignty marker for the Truong Sa special zone. This expresses an aspiration to 'master the ocean and prosper from the homeland's seas and islands'.

The most prominent structure is the block housing the National Assembly Delegation and Provincial People's Council, featuring red coral patterns on its exterior. When illuminated by the sunrise, these patterns become visible inside, creating a striking visual effect.
The headquarters' exterior features an open design, allowing residents and tourists to access part of the space. A sovereignty marker serves as a central focal point in the courtyard, flanked by two fountains that enhance the landscape. Inside the main hall of the shared building block, a submarine model, an important asset of the Vietnam Navy, is displayed.

The design plan ensures the facility operates easily and conveniently, with close coordination among its various functions. The building also features distinct rest lobbies and atrium lobbies, creating simple and clear circulation paths.
A meeting room is shared by the Provincial People's Committee and for Provincial People's Council sessions. Secretary of the Provincial Party Committee, Nghiem Xuan Thanh, stated that the new headquarters was constructed with a 'green office – digital agency' orientation, conveying three messages: innovating space to foster breakthrough thinking; prioritizing citizen and business satisfaction; and creating an attractive work environment to recruit and develop high-quality personnel.

Specialized functional spaces are arranged inside to accommodate the large area and specific technical requirements.

Guest reception rooms and ceremonial halls are furnished with formal and modern tables and chairs. These spaces are arranged to offer pleasant views, optimal natural light, and appropriate shielding.
The building's entrances and rooms are named after new localities within Khanh Hoa province. Notably, one room features two doors named Nha Trang and Phan Rang, implying that the two localities are 'separate yet unified.'

The building is recognized as one of 50 typical architectural works in Southern provinces and cities, having received a commendation from the Vietnam Association of Architects for 'Typical Architectural Works in Southern Provinces and Cities - 50 Years of National Unification.'
