Quang Ninh approves investment policy for Hanoi - Quang Ninh high-speed railway

Quang Ninh has approved the investment policy for the 120 km Hanoi - Quang Ninh railway, designed for speeds of 350 km/h, with a total capital exceeding 147 trillion dong, and expected to begin operation in 2028.

On 30/1/2026, the Quang Ninh Provincial People's Committee (PPC) approved the investment policy for the Hanoi - Quang Ninh high-speed railway project. Concurrently, the People's Committee accepted Vinspeed High-Speed Road Investment and Development Joint Stock Company as the investor for the project.

The project features a double-track design with a 1,435 mm standard gauge and electrification. The starting point of the route is the National Exhibition and Fair Center in Dong Anh commune, Ha Noi, with the endpoint at the public park area in Tuan Chau ward, Quang Ninh province. The line will traverse Ha Noi, Bac Ninh, Hai Phong, and Quang Ninh.

The main section of the line is designed for speeds of 350 km/h, while the section through Ha Noi will have a speed of 120 km/h. The route will include five stations: Co Loa, Gia Binh, Ninh Xa, Yen Tu, and Ha Long Xanh. A depot will be located at Ha Long Xanh station in Tuan Chau ward. Compared to previous proposals, Ninh Xa station in Hai Phong has been added.

The project requires approximately 551 hectares of land: 44 hectares in Ha Noi, 19 hectares in Bac Ninh, 210 hectares in Hai Phong, and 278 hectares in Quang Ninh.

The total investment is estimated at 147,370 billion dong, not including the 10,270 billion dong for site clearance costs, which will be covered by the state budget. The investor's capital contribution is 22,110 billion dong, with the remaining 125,000 billion dong, accounting for approximately 85% of the total capital, to be mobilized by the investor. This investment level is an increase from the previous proposal of approximately 138,930 billion dong. Quang Ninh expects the project to commence operation in 2028.

The province has directed the investor to complete all procedures for land allocation, lease, and land use purpose conversion, as well as environmental procedures, following the approval of the investment policy. The investor must also incorporate feedback from specialized agencies, finalize investment preparation procedures, and select appropriate technology and equipment, ensuring compliance with regulations.

According to the Quang Ninh PPC, the railway line aims to meet passenger transport demand along the Ha Noi - Bac Ninh - Hai Phong - Quang Ninh axis. It seeks to drive rapid and sustainable socio-economic development, leverage advantages along the regional economic corridor, and enhance domestic and international railway network connectivity.

At a meeting on 29/1/2026 regarding the project's investment policy, Quang Minh Cuong, Secretary of the Quang Ninh Provincial Party Committee, instructed the investor and relevant agencies to ensure construction commences on the Ha Noi - Ha Long route in early March.
