On May 3, Secretary of the Hanoi Party Committee Tran Duc Thang inspected the progress of several projects within the city, including the Thang Long Boulevard expressway investment and construction project, specifically the section connecting National Route 21 to the Hanoi - Hoa Binh expressway.

The Thang Long Boulevard expressway project, connecting National Route 21 to the Hanoi - Hoa Binh expressway, is a Group A traffic project and a special-grade road. Construction began on 10/10/2023. The road starts at the cloverleaf interchange linking Thang Long Boulevard with National Route 21 in Hoa Lac commune and ends where it connects to the Hanoi - Hoa Binh expressway at the intersection with Van Hoa village road in Yen Xuan commune.
The road spans approximately 6,7 km with a width of 120-161 m, and its entire length is being developed according to the master plan. The route includes four bridge structures (crossing streams and local roads) and five tunnel structures: one underpass along the main route for the expressway component and four underpasses for local residents. The project has a total investment exceeding 5,200 billion VND, funded by the Hanoi city budget and central government support, with land clearance costs amounting to 2,700 billion VND.
According to the project management board, over 93 ha out of 101 ha of land have been handed over, achieving 92% completion. However, some landowners have not yet received approved compensation plans, leading to delays in relocating assets and demolishing structures.

Specifically, land clearance remains incomplete in three areas: the K5 fuel depot (3,84 ha), the C5 production camp (0,66 ha), residential areas in Tan Binh village (Yen Binh intersection), and the Mieu intersection. The project management board requested the People's Committees (UBND) of Hoa Lac and Yen Xuan communes to hand over all remaining land to the board before 10/5 and to plan for construction protection at the already cleared sites before 5/5.
To achieve these goals, Secretary Tran Duc Thang urged Hoa Lac and Yen Xuan communes, along with relevant units, to focus on completing land clearance for the remaining areas as committed. Additionally, relevant departments and agencies must promptly allocate funds for the immediate construction of resettlement areas for affected residents.
He requested the investor and construction unit to commit to opening the road before 30/6.

Thang Long Boulevard, a 30 km radial expressway to the west, connects the capital's center with Hoa Binh and northwestern provinces. It opened in 10/2010 with six expressway lanes and parallel service roads. The Hanoi - Hoa Binh expressway, 26 km long, opened in 2018 with two motor vehicle lanes and a speed limit of 80 km/h. In late 8/2023, Hoa Binh province held a meeting to discuss expanding the Hanoi - Hoa Binh expressway to six lanes with a design speed of 100 km/h. Once this expansion is complete, travel time from Hoa Binh to Hanoi will be approximately 30 minutes.
Proposal to transform Xuan Son landfill into a park
The Seraphin Waste-to-Energy Plant project at the Xuan Son Solid Waste Treatment Complex (Tung Thien ward) has a capacity of 2,250 tons per day and night, with a power generation capacity of 37MW. Its total investment exceeds 4,855 billion VND. The plant began receiving and processing household waste on 1/5/2025 and started feeding electricity into the national grid on 1/7/2025. Seraphin is Vietnam's first large-scale waste-to-energy project fully owned by a domestic investor.
Also at the Xuan Son Solid Waste Treatment Complex, the AMACCAO - Thanh Cong Waste Treatment and Power Plant project is underway. This project has a capacity of 800 tons per day and night for household solid waste, 200 tons per day and night for industrial solid waste, and 50 tons per day and night for hazardous solid waste, with a power generation capacity of 20MW. The total investment is 3,000 billion VND. The investor is currently relocating and dismantling old machinery and structures, clearing the site to begin construction when conditions are met, aiming to start waste treatment by 2/9/2027.

According to the investor, the Xuan Son solid waste treatment complex has been a landfill for 20 years, causing severe pollution that affects residents in the former Son Tay town and Ba Vi district. The investor proposed an Environmental Remediation and Restoration Project for the Xuan Son Solid Waste Treatment Complex. This project aims to incinerate old waste and transform the environment of the former landfill into a green park or a theme park. The proposed study area spans approximately 186 ha, including the existing Xuan Son landfill and the entire 500m environmental impact zone around it, with a total investment of approximately 2,300 billion VND, proposed under a build-transfer (BT) contract model.
Secretary Tran Duc Thang highly praised the operational scale of the Seraphin Waste-to-Energy Plant, noting its success in processing a significant volume of the city's waste using modern technology. He commended the investor's determination, stating that the project benefits businesses, the city, and its residents, thereby supporting the city's goal of long-term, green, clean, and sustainable environmental protection.
Regarding the AMACCAO - Thanh Cong Waste Treatment and Power Plant project, the Secretary of the Hanoi Party Committee requested relevant departments and agencies to promptly guide the enterprise in completing investment procedures as regulated. The goal is for the city to have an additional waste treatment and power generation plant by mid-2027.
Concerning environmental remediation at the Xuan Son Solid Waste Treatment Complex, Mr. Thang affirmed that the proposal to treat waste at the landfill aligns with the city's objective of protecting a green, clean, and beautiful environment. The city supports this initiative and has assigned relevant units to guide the enterprise through the necessary procedures. The Hanoi Secretary also expressed his desire for the investor to continue improving the quality of life for workers and to always maintain a green, clean, and beautiful environment during the plant's operations.
Also on the afternoon of May 3, the head of the Hanoi Party Committee inspected the progress of the Me Tri headwater lake project (Dong Bong 2 lake), the Phu Do regulating lake project, and Vietnam National University in Hoa Lac.
