The Secretariat plays a crucial role in the daily operations and leadership of the Party, as defined by the Party Charter. It is established by the Central Committee and comprises the General Secretary, a number of Politburo members assigned by the Politburo, and a number of Secretariat members elected by the Central Committee from among its members.
Its wide-ranging responsibilities include guiding Party building and mass mobilization efforts. The Secretariat also inspects and supervises the implementation of Party resolutions and directives across economic, social, national defense, security, and foreign affairs. Furthermore, it coordinates activities among organizations within the political system, makes decisions on organizational and personnel matters, handles other issues as assigned by the Central Committee, and directs or inspects the preparation of items for Politburo discussion and decision.
