The decision was announced on the afternoon of 16/3 at a conference hosted by the Ninh Binh Provincial Party Committee. Attendees included leaders from the Central Organization Commission, the Party Central Office, the Ministry of Public Security, and the Standing Committee of the Ninh Binh Provincial Party Committee.
Tran Dang Quynh is an alternate member of the Party Central Committee, holding a master's degree in state management of security and a doctor of international economics. Before his assignment to Ninh Binh, he served as assistant to the general secretary.

Speaking at the conference, Hoang Trung Dung, Deputy Head of the Standing Committee of the Central Organization Commission, described Quynh as a young official with strong character and a scientific, creative work approach. In his new role, Quynh is expected to join the provincial leadership to foster unity, drive socio-economic development, and transform Ninh Binh into a tourism and high-tech hub, aiming to become a central-affiliated city by 2030.
Accepting his new role, Tran Dang Quynh, the new Deputy Secretary of the Provincial Party Committee, expressed it was a great honor. He pledged to work with the Provincial Party Executive Committee to achieve local development goals.

Ninh Binh province was established by merging three provinces: Ninh Binh, Ha Nam, and Nam Dinh.
