While Cape Town, South Africa, was named the most livable city in 2025 in a multi-generational ranking released in January by Time Out magazine, Bangkok, Thailand, takes the top spot for those under 30, according to an announcement on 13/8.
According to Time Out, Bangkok is highly regarded by young people for its affordability, friendly locals, and ease of making friends. The city also impresses with its vibrant cultural life and iconic landmarks like Wat Arun and the Grand Palace.

Rounding out the list, Shanghai is described as a "cinematic" and modern city with a developed public transportation system and a high happiness index.
According to Time Out, the most important factors for Gen Z in choosing the top 10 best cities in the world are affordability, a rich cultural and artistic life, and opportunities to meet friends. Walkability is also a key criterion for young people. In addition, Gen Z also values an open environment, efficient public transportation, vibrant nightlife, and ample parks and green spaces.
"A great city needs a cultural life that everyone can participate in. If art becomes aloof and academic, it loses its meaning," said Ed Cunningham, a Time Out representative.
