The Marin County Sheriff's Office in California reported that deputies found Elaine Forbes on a yacht at Sausalito's city harbor on the morning of 19/7, while responding to a noise complaint.
Local media reported Forbes told deputies she was "having a bad morning" and claimed the yacht was hers, ordering officers to leave. Investigators later contacted the vessel's registered owner, who confirmed Forbes had trespassed.
Forbes was arrested on suspicion of felony trespassing and booked into Marin County Jail, with bail set at USD 50,000.

Forbes, 53, was appointed Sausalito city manager in May, the highest administrative position in the locality. She officially began her duties on 1/7 with an annual salary of USD 275,000.
Two days before the incident, the city council had suspended Forbes without disclosing a reason. A spokesperson for Forbes stated she was experiencing a "mental health crisis".
Forbes previously served as executive director of the Port of San Francisco for 9 years. Prior to that, she held positions as chief financial officer and deputy director of finance and administration for the port, and also held various roles in the San Francisco and Oakland city governments.
