At an emergency Security Council (SC) meeting on 12/1, US Deputy Ambassador to the United Nations (UN) Tammy Bruce stated that Russia's launch of the Oreshnik missile into Ukraine constituted a "dangerous and unjustifiable escalation". This comes as the US works urgently with Kiev, Moskva, and partners to end the conflict through negotiations. "We condemn Russia's continuous and escalating attacks on Ukraine's energy and civilian infrastructure," Bruce said.

On the same day, Moskva claimed the missile struck an aircraft repair plant in the Lviv region of western Ukraine. Ukraine confirmed the missile landed in Lviv, near the Polish border, but did not specify if the plant was hit or the extent of any damage.
During the SC meeting, Russia's representative stated that some elected members of the council appeared to attend "to accuse Russia of every issue". He explained that the Russian military targeted transport, airport, and energy infrastructure because these facilities support Ukraine's military-industrial complex. He added that Moskva's actions were a response to Kiev's attack on a Russian Presidential residence, an accusation Ukraine denies. Moskva rejected claims that Russia intentionally attacked Ukrainian families, emphasizing its forces "do not attack civilians".
Ukraine's representative to the UN stated that Russia's public use of the Oreshnik missile constitutes a "clear threat" to European security and poses serious risks to international peace. UK Acting Ambassador James Kariuki described Moskva's strike as "reckless", adding that this action "threatens regional and international security, carrying significant risks of escalation and miscalculation".
In addition to deploying the Oreshnik missile, Russia also bombarded the capital Kiev with airstrikes on 9/1, killing at least 4 people and causing half of the city's residential buildings to lose heating amidst sub-freezing temperatures.
