On the afternoon of 12/9, a traffic incident occurred on An Duong Vuong street in Phuc Yen ward. A car abruptly slowed down and stopped in the middle of the road, allowing its rear left passenger to open the door and discard trash onto the street. Fortunately, no collision took place.
Vehicle occupants must prioritize safety by observing their surroundings before opening a door. According to Decree 168/2024, opening a car door unsafely incurs a fine of 4-6 million VND. If such an action leads to an accident, the penalty increases to 20-22 million VND and results in a deduction of 10 points from the driver's license.
Littering on public spaces also carries significant penalties. Decree 45/2022 stipulates a fine of 1-2 million VND for discarding waste on sidewalks, roadways, drainage systems, or for improperly discharging wastewater onto streets.
This incident echoes a similar event in Hanoi in 3/2025. During rush hour, a passenger in a crossover lowered their window and threw a red plastic bag onto the middle of an overpass, amidst heavy traffic.
