On the afternoon of 10/9, the Traffic Police Department of Bac Ninh Provincial Police escorted a convoy on the Hanoi - Bac Giang expressway, through Bac Giang ward, en route to Lang Son.
According to the Traffic Police Department, as the convoy proceeded, a tractor-trailer ahead continued in the left lane, ignoring the emergency convoy's persistent horn signals. Traffic police officers repeatedly gestured for the driver to yield, but the driver failed to comply. The tractor-trailer only moved over after obstructing the convoy for nearly 3 km.

Authorities fined the tractor-trailer driver 7 million VND and deducted 4 points from their driving license for failing to yield or obstructing an emergency vehicle signaling its priority status while on duty.
Regulations stipulate that upon encountering an emergency vehicle signaling, road users must reduce speed, move to the right-hand curb, or follow traffic controller instructions to yield.
Furthermore, vehicles on expressways should maintain proper lane discipline, prioritizing the right lane to ensure smooth traffic flow. The left lane is primarily for overtaking or essential situations. Consequently, a tractor-trailer occupying the left lane for an extended period can impede following vehicles, particularly when an emergency vehicle requires passage.
Recently, some expressways have implemented traffic management encouraging vehicles to stay in the right lane, reserving the left lane solely for overtaking. This initiative aims to prevent vehicles from continuously occupying the left lane, thereby facilitating smoother traffic flow for following vehicles and ensuring easier yielding when required.
