Car registration fees increase to 20 million VND in some areas after merger

After merging with Ho Chi Minh City, the first-time registration fee for cars under 9 seats for residents of former Binh Duong and Ba Ria - Vung Tau provinces has increased from 1 million to 20 million VND.

The Ministry of Finance's Circular 71/2025, recently issued, redefines the administrative regions for vehicle registration and license plate fees.

Region I (Hanoi, Ho Chi Minh City) includes all communes and wards under the cities' jurisdiction, regardless of inner or outer city status, excluding special zones directly under provincial administration. Region II includes special zones directly under provincial administration in Region I and other provinces and centrally-run cities.

Registration and license plate fees are based on administrative boundaries. Specifically, for passenger cars with 9 seats or fewer (including pickup trucks), the fee is 20 million VND in Region I and 200,000 VND in Region II.

Therefore, from 1/7, residents in the former Binh Duong and Ba Ria - Vung Tau provinces, after merging administratively with Ho Chi Minh City, will have to pay the Region I registration fee. This means the new first-time car registration fee is 20 million VND, instead of the previous 1 million VND. Con Dao Special Zone is not subject to this increase, as it is classified under Region II.

For motorcycles (motorbikes), the fee is based on the vehicle's value. Vehicles valued up to 15 million VND have a fee of 1 million VND in Region I and 150,000 VND in Region II.

Motorcycles valued between 15 and 40 million VND have a fee of 2 million VND in Region I and 150,000 VND in Region II. Motorcycles valued over 40 million VND have a fee of 4 million VND in Region I and 150,000 VND in Region II.

According to Circular 71, organizations and individuals based in a specific region must pay the corresponding registration and license plate fee for that region.

Organizations and individuals who win vehicle license plate auctions must pay the registration and license plate fee according to the chosen registration region. This is in accordance with the regulations on motor vehicle registration and license plates.
