A turn signal is not a command to other vehicles or a 'safety shield' for the driver; rather, it indicates an impending change in the flow of traffic. Therefore, drivers must actively observe before maneuvering.
Making a sudden, unobserved maneuver, like the car driver in the video, creates a highly dangerous situation for oneself and compromises the safety of other road users.
Typically, when making a u-turn on the road, drivers should choose a wide street where u-turns are permitted. If a wide turn is necessary, drivers should activate their right turn signal, pull close to the curb, come to a complete stop, then activate their left turn signal, and proceed only after confirming the path is clear.
