The Traffic Police Department confirmed receiving a public video on the morning of 19/11, showing a passenger vehicle using the emergency lane on Ring Road 3. The department forwarded the complaint to the Hanoi Traffic Police for verification. When questioned by the police, the 43-year-old driver, residing in Quoc Oai district, stated he used the emergency lane to transport someone for urgent medical care.
The patient, the driver's 29-year-old nephew, was admitted to Hospital 19-8. The Hanoi Traffic Police confirmed the hospital had admitted the patient that same morning due to a critical condition, including a history of diabetes and a peritonsillar abscess, which caused a high fever and difficulty breathing. Police concluded that the driver's account was accurate and constituted an urgent situation under legal regulations, thus exempting him from a penalty.

Under the Law on Handling Administrative Violations 2012, an "urgent situation" is defined as a case where a vehicle operator must commit a violation to prevent greater harm to health, life, or property. In road traffic, using an emergency lane to transport a sick person for urgent medical care or to handle a life-threatening incident can be considered an urgent situation. In such cases, authorities may waive penalties if the reason is verified as legitimate.
In cases of an automatic fine, the driver will receive a written notification. The driver can then present their reasons and provide supporting documents such as a hospital confirmation or the medical records of the person transported for emergency care. After receiving statements and evidence, the police agency will assess the situation and facilitate a resolution to ensure legal compliance and protect the legitimate rights of citizens.
Drivers should note that transporting someone for a routine medical appointment is not considered an emergency. Scheduled check-ups or regular health screenings do not fall under situations that directly threaten life. Therefore, drivers must fully comply with traffic regulations. Using the emergency lane in these non-urgent situations may result in penalties similar to other common traffic violations.
The Traffic Police Department acknowledged the public's initiative in submitting videos and images of violations to assist enforcement agencies. The department encourages the installation of dashcams to protect drivers and help detect traffic safety violations.
