A car driver in Hai Phong City faces fines totaling 36-40 million dong and a 10-point deduction from their driver's license for leaving the scene after a traffic accident. The incident, which occurred on the evening of 26/7, involved a collision with a motorbike, injuring the motorbike driver and passenger, including two small children. Authorities identified the driver for driving in the wrong lane and failing to preserve the accident scene.

According to authorities, on the evening of 26/7, a Hai Phong-plated car was traveling from Kien Phong residential group to Hoang Mai residential group. Upon reaching house number 397, the car collided with a motorbike traveling in the opposite direction. The impact caused the motorbike driver and passenger, along with two small children, to fall onto the road. Following the collision, the car driver left the scene without stopping.

Road Traffic Police Team 2, under the Traffic Police Department of Hai Phong City Police, initiated an investigation after receiving reports via the Traffic Police Department's hotline. The team verified the incident and summoned the driver involved for questioning. The accident caused no human casualties, and property damage was negligible. Authorities determined the car driver was driving in the wrong lane, which contributed to the accident, and subsequently failed to preserve the scene.

For these violations, the driver is expected to be fined 20-22 million dong for driving in the wrong lane causing a traffic accident, and an additional 16-18 million dong for causing an accident but failing to preserve the scene. This brings the total fine to between 36-40 million dong. In addition to the monetary penalty, 10 points will be deducted from the individual's driver's license. The traffic police stated on the evening of 31/7 that they are continuing to finalize the case file to handle the incident according to regulations.

According to the Law on Road Traffic Order and Safety, vehicle operators involved in an accident must adhere to specific procedures: they must stop the vehicle, preserve the scene, remain at the incident site, provide first aid to victims, and report the incident to competent authorities.

However, exceptions exist. If it is necessary to transport victims for emergency medical care or move the vehicle to ensure traffic safety, drivers are permitted to leave the scene or move the vehicle. In such cases, they must mark the original position, protect the scene to the best of their ability, and then return to the scene or report to the police as soon as possible.
