The incident involved a girl operating a motorcycle on Minh Khai without watching the road, her eyes constantly on her phone for a long stretch. On 12/10, when another motorcycle moved from the sidewalk onto the road, she was startled and applied the brake, causing her bike to skid. The rider was thrown forward, sliding close to the underside of a car.
Such distracted driving carries significant legal penalties. Decree 168/2024 stipulates that using a handheld phone while driving a motorcycle will result in a fine of 800,000-1,000,000 VND and a deduction of 4 points from the driver's license. If this behavior leads to a traffic accident, the fine increases to 10-14 million VND.
For safety, drivers must absolutely not use phones while on the move, especially on motorcycles where maintaining balance is crucial. The risk of an accident due to such distraction is very high, posing dangers to both the rider and other road users.
This incident is not isolated. In a similar event on 30/1, a young man riding a motorcycle with one hand while holding a phone and not watching the road, collided with a cyclist on Trinh Van Bo, Hanoi.
