William McNeil Jr. posted the video on social media last weekend, saying he was pulled over on 19/2 for not having his headlights on. The footage shows McNeil looking at the camera as an officer smashes the driver's side window and orders him to "Get out of the car!". The officer then punches McNeil in the face before the 22-year-old driver is pulled from the vehicle and arrested.

The video begins with McNeil talking to an officer about why he was stopped, recounting how an officer said his headlights were off in what McNeil described as fine weather.
"Regardless, you still have to have your headlights on," the officer says. "Can you cite that law?" McNeil then asks.
"Alright, when you step out of the vehicle, I will," the officer says. "Can you call your supervisor?" McNeil says.
"Alright, do it," the officer says before the driver’s side window is smashed and McNeil is pulled from the vehicle.
Jacksonville Sheriff T.K. Waters said on 21/7, "At my direction, the agency immediately initiated both criminal and administrative reviews of the officers' actions. These administrative reviews remain ongoing, but the state attorney’s office has determined that no criminal laws were violated by any officers involved." He also released a longer body camera video of the incident.
McNeil refused to provide his license, registration, and insurance. "No. Call your supervisor," McNeil said, before refusing orders to step out of the vehicle.
"This is your last warning to open the car door and step out before we break the window," Bowers said. "Open the door and step out, you are under arrest for resisting".
Waters said, "I want to make one thing clear. It is true that the officer used force in this arrest, and it is true that force is ugly. But as I have said many times before, the reality is that all force, all violence is ugly, and just because force is ugly doesn’t mean it’s unlawful or against policy".
Waters stated that the officer involved, whom he identified as D. Bowers, has been stripped of all law enforcement authority pending the outcome of the administrative review. He also said "officers located a large, unsheathed, serrated knife on the floorboard of the driver's side" of McNeil's car.
The sheriff also stated, "Following this 19/2 traffic stop, McNeil was arrested for resisting an officer without violence, driving while license suspended, and possession of less than 20 grams of cannabis. On 20/2, McNeil pleaded guilty and was convicted of resisting an officer without violence and driving while license suspended."
Waters noted that while McNeil received his cellphone back in early March, "which he presumably used to record the footage shared on social media," he never filed a complaint with the Jacksonville Sheriff’s Office or shared the video with authorities.
Attorneys Ben Crump and Harry Daniels announced they are now representing McNeil after the video sparked "outrage across the country".
In a statement, the attorneys said, "What happened to William McNeil Jr. is a disturbing reminder that even the most basic rights – like asking why you’re being pulled over – can be met with violence against Black Americans. William was calm and compliant. Yet instead of answers, he received a smashed window and a punch to the face, all stemming from a dubious claim about daytime headlights."
The attorneys added, "This isn’t law enforcement; it’s brutality. All video from the sheriff’s office should be released to ensure transparency for McNeil and the community. We demand full accountability from the Jacksonville Sheriff’s Office and justice for William McNeil Jr."
