Current law dictates that drivers of these vehicles do not need a motorcycle license to operate them on public roads, provided they are 16 years of age or older.
My concern is this: in city driving conditions, both small motorcycles/scooters and larger motorcycles (gasoline or electric) typically travel around 40-50 km/h. Their speeds are essentially the same. Traffic regulations apply equally to both. Yet, one group is required to obtain a license, which involves studying traffic theory and passing a practical driving test, while the other only needs to meet the age requirement.
While primary and secondary schools offer basic traffic safety lessons, these are not as comprehensive as the instruction required for a motorcycle license. By not requiring licenses for drivers of smaller vehicles, are we increasing the risk of unqualified individuals operating vehicles on public roads?
