According to Nguyen Xuan Truong, deputy head of the Personnel Organization Department (Ministry of Finance), the decision to appoint Tien was signed and announced by the ministry's leadership on 5/8.
Tien, former director general of accounting, auditing supervision and management, has been appointed head of the Department of Defense, Security, and Special Affairs (Department I).
This position was previously held by Phan Duc Dung. According to a statement from the Ministry of Finance, Dung died after a fall at the ministry's office on the morning of 25/7. Authorities are investigating the incident.

Born in 1974, Tien holds a Master's degree in Business Administration and is a senior specialist. He has held various leadership positions within the Ministry of Finance, including head of the General Secretariat Office, director general of Corporate Finance, and most recently, director general of accounting, auditing supervision and management.
The Department of Defense, Security, and Special Affairs advises the Minister of Finance on state management of finance and budget; socio-economic development strategies, planning, and investment related to national defense, security, social order, and safety; Party activities; and other special programs as assigned by the minister.
The department oversees: the Ministry of National Defense (including the Government Cipher Committee), the Ministry of Public Security, the Party Central Committee Office, the Ho Chi Minh National Academy of Politics, and several other agencies as assigned by the Minister of Finance.
In addition to Tien’s appointment, the Ministry of Finance also appointed Nguyen Quoc Hung, former director general of tax, fee, and charge policy management and supervision, to the position of director general of accounting, auditing supervision and management.
Phung Quoc Chi, director general of state-owned enterprise development, will join the Executive Committee of the Ministry's Party Committee and is nominated for the position of permanent deputy head of the Inspection Committee of the Ministry's Party Committee for the 2025-2030 term.
Deputy Minister of Finance Nguyen Duc Chi acknowledged the broad and urgent responsibilities of the Ministry of Finance. He expressed his hope that the newly appointed officials will work diligently and collaboratively with their new teams to successfully fulfill their duties.
