With the merger of Binh Duong and Ba Ria - Vung Tau provinces into Ho Chi Minh City on 1/7, the power sectors of the two former provinces were reorganized into 5 regional power companies. The former Binh Duong area now has 3 power companies: Thuan An, Ben Cat, and Binh Duong. The former Ba Ria - Vung Tau area has 2: Vung Tau and Dat Do.
Previously, Ho Chi Minh City's power sector had a total of 15 affiliated member companies. After 1/7, EVNHCMC established 4 new companies through mergers: Saigon Power Company, Tan Thuan Power Company, Gia Dinh Power Company, and Cho Lon Power Company.

These 9 new companies, along with 6 existing units (Thu Duc, Binh Chanh, Cu Chi, Hoc Mon, An Phu Dong, and Binh Phu), form EVNHCMC's new network of 15 member companies.
Tran Vu Quang, Member of the Standing Committee and Head of the Inspection Committee of the EVNHCMC Party Committee, stated that after the merger, the member companies will focus on stabilizing their organizational structure and ensuring continuous and uninterrupted power supply. They will also develop and implement investment plans for grid development and renovation, addressing limitations in the newly merged localities within 2-3 years.
For the remaining 5 months of 2025, the units will concentrate on key objectives: workforce development; researching data measurement solutions to enhance customer experience; and completing dedicated information technology and telecommunications infrastructure.

Speaking at the announcement ceremony on 1/8, Colonel Hoang Manh Ha, representing Company 319 of the Ministry of National Defense, said that restructuring is an inevitable trend in the context of digital transformation, modernization, and globalization. This presents an opportunity to innovate management thinking and apply science and technology to improve service efficiency for citizens.
"Therefore, EVNHCMC's merger of its member companies is timely and significant, enhancing the quality of power supply and serving the operations of businesses and the lives of people," Colonel Hoang Manh Ha said.

According to an EVNHCMC representative, the merger of Binh Duong and Ba Ria - Vung Tau provinces presents new challenges as the demand for electricity increases to meet socioeconomic development. To stabilize operations, the newly established member companies will adopt EVNHCMC's general model, comprising 7 functional departments and 5 professional teams. Legal documentation transfers have been completed, including new legal seals, tax codes, bank accounts, electronic invoice systems, power purchase agreements, and lists of fixed assets, equipment, and constructions.

EVNHCMC has also provided training on technical management, grid operation management, and customer service. The corporation has also issued instructions on promoting customer installation of the EVNHCMC app, customer care hotline, and notifications regarding changes to unit codes, customer codes, and payment accounts.
"At these units, mobile task forces, troubleshooting vehicles, and spare parts are deployed at facilities to ensure prompt troubleshooting and power restoration for customers," the representative said.

The 9 units under Ho Chi Minh City Power Corporation (EVNHCMC) are:
: Former Binh Duong area: Thuan An, Ben Cat, and Binh Duong power companies
: Former Ba Ria - Vung Tau area: Vung Tau and Dat Do power companies
: Ho Chi Minh City: four newly established power companies: Saigon (merged from Saigon, Tan Binh, part of Phu Tho, and part of Gia Dinh), Tan Thuan (merged from Tan Thuan and Duyen Hai); Gia Dinh (merged from Gia Dinh and part of Go Vap); Cho Lon (merged from Cho Lon, Tan Phu, and part of Phu Tho).
Thus, Ho Chi Minh City's power sector now consists of these 9 new companies and 6 pre-existing units: Thu Duc, Binh Chanh, Cu Chi, Hoc Mon, An Phu Dong, and Binh Phu power companies.
