Fuel prices drop to near 18,500 VND per liter

Gasoline and oil prices (excluding mazut) decreased by 140-350 VND per liter from 3 PM today, following an adjustment by the Inter-Ministry of Industry and Trade - Finance.

RON 95-III gasoline, a common type in the market, saw a decrease of 350 VND, bringing its price to 18,560 VND per liter. Similarly, E5 RON 92 also dropped by 200 VND, reaching a new price of 18,230 VND.

All other oil products also decreased compared to the previous adjustment period. Specifically, diesel and kerosene each fell to 17,060 VND and 17,550 VND per liter, respectively.

Fuel price changes are as follows:

Item New Price Change
RON 95-III gasoline 18.560 - 350
E5 RON 92 gasoline 18.230 - 200
Diesel 17.060 - 190
Kerosene 17.550 - 140
Mazut 13.400 + 60

Unit: VND/liter or kg, depending on type

Over the past two months, fuel prices have consistently decreased, helping to reduce input fuel costs for consumers. However, from a supply perspective, some major primary distributors reported difficulties in balancing supply and ensuring business efficiency due to the continuous price drops.

Data from the Ministry of Industry and Trade indicates that by the end of September, the Fuel Price Stabilization Fund had a surplus of over 5,617 billion VND. Vietnam National Petroleum Group (Petrolimex) accounted for more than half of this, nearly 3,086 billion VND. Petrolimex is also a primary distributor, holding close to 50% of the domestic retail fuel market share.

Additionally, Saigon Petro held 329 billion VND, Military Petroleum Corporation nearly 301 billion VND, Dong Thap Petroleum 461 billion VND, and Thanh Le Import-Export 391 billion VND. Conversely, PVOIL recorded the largest deficit in the fund, exceeding 138 billion VND. Other entities like Binh Minh Petro and Truong An also reported fund deficits.

In fact, authorities have ceased collecting and using the Fuel Price Stabilization Fund since October 2023. Compared to the end of 2023, the fund's current balance has decreased by nearly 1,000 billion VND. A representative from the Ministry of Finance previously explained that this reduction primarily occurred because some businesses are no longer primary fuel distributors. Therefore, the fund amounts for these businesses are not disclosed as the money has been transferred and remitted to the state budget.
