Motorcycle registration fees reduced to 2%

From 1/7, a flat 2% registration fee will apply to motorcycles in all provinces and cities, according to a new government decree.

Currently, motorcycles owned by organizations and individuals in centrally-affiliated cities, provincial cities, and towns where the provincial People's Committee is located are subject to a 5% initial registration fee.

However, under Decree 175 issued on 30/6, the government has eliminated the 5% registration fee for motorcycles in larger cities, implementing a uniform 2% rate across all provinces and cities. For example, residents of Hanoi and Ho Chi Minh City who previously paid 2.5 million VND in registration fees for a 50 million VND motorcycle will now pay only 1 million VND starting 1/7.

The registration fee for pre-owned motorcycles (second registration onwards) remains at 1%.

The Ministry of Finance previously explained that this change is due to administrative restructuring, which includes the elimination of the district level and the merging of communes and wards in several provinces. This new regulation ensures that residents in merged provinces avoid higher registration fees that would have applied under the old system.

In addition to motorcycle registration fees, the decree also stipulates that the valuation basis for car and motorcycle registration fees in centrally-affiliated cities and provinces will be determined by the local People's Committee, rather than the Ministry of Finance as is currently the case. This shift aligns with the decentralization initiative and allows localities more autonomy in determining valuations and collecting registration fees.

The decree also includes four-wheeled passenger vehicles with engines (such as golf carts and buggies used in tourist areas), four-wheeled cargo vehicles with engines, and specialized motorcycles, all subject to a 2% registration fee. :

The registration fee for pickup trucks is now more clearly defined, with the term "passenger pickup truck" replacing "pickup car" and subject to a 10% fee. Meanwhile, double-cabin pickup trucks and vans with two or more rows of seats and a fixed partition between the passenger and cargo compartments are subject to a registration fee equal to 60% of the first-time registration fee for passenger cars with 9 seats or fewer.
