Prime Minister: Tax threshold for business households to be raised to 1 billion VND

Prime Minister Le Minh Hung announced plans to raise the tax threshold for business households to an estimated 1 billion VND annually, doubling the current level, as proposed by the Ministry of Finance.

Prime Minister Le Minh Hung shared this significant information during a group discussion on the afternoon of 21/4. The discussion centered on a draft law proposing amendments and additions to several tax laws, including personal income tax (PIT), value-added tax (VAT), corporate income tax, and special consumption tax.

The Prime Minister highlighted that while the personal income tax and VAT laws were passed by the National Assembly in December 2025, recent economic realities have rendered the existing 500 million VND revenue threshold for taxation unsuitable. He explained, "The impact of fuel prices and regional events directly affects individuals, business households, and small and medium-sized enterprises, who are priority groups."

To address this, the Government promptly directed the Ministry of Finance to develop solutions. They also sought permission from the National Assembly Chairman to propose immediate adjustments during the ongoing first session of the 16th legislature.

The Prime Minister affirmed the government's commitment to "definitely raising the tax threshold for business households." He added that, according to a Ministry of Finance report, the non-taxable revenue threshold for business households "is expected to be 1 billion VND per year," doubling the current amount.

"I believe that implementing these prompt and timely policies will be highly beneficial and effective for business households and small and medium-sized enterprises," the head of government stated, "and will also encourage business households to transition into formal enterprises."

Furthermore, he stated that once a suitable tax threshold is established, the Government will present to the National Assembly the criteria, bases, and principles to ensure strict enforcement and prevent tax revenue loopholes. Concurrently, the Ministry of Finance's functional agencies are finalizing a decree to guide the new law's implementation, ensuring its prompt submission for government promulgation to synchronize its effect with the law upon National Assembly approval.

The Ministry of Finance reported that from 2022 to 2025, Vietnam had 3-4 million business households. Over 2 million of these households consistently declared taxes, contributing approximately 2% to the total state budget. Last year, tax revenue from this sector reached 32,840 billion VND, marking a 37.5% increase compared to the previous period.
