Thai Nguyen supports costs for newly established businesses

Thai Nguyen will cover all registration publication fees and the costs of registering and maintaining digital signatures for the first 12 months for newly established businesses.

According to Decision 112/2026 by the Thai Nguyen Provincial People's Committee, businesses that receive a business registration certificate from the provincial business registration authority will receive 100% support for the fee to publish registration details on the National Business Registration Portal. This policy does not apply to small and medium enterprises converting from household businesses that are already exempt from this fee by regulation.

Simultaneously, newly established businesses will also receive full support for the costs of registering and maintaining digital signatures for the first 12 months from the start of their operations.

The Provincial People's Committee stated that after a business is issued a registration certificate, the Department of Finance will announce the support details. Businesses interested can submit their applications directly or via public postal service, along with a valid invoice from the digital signature provider.

This policy implements Resolution 26/2026 by the Thai Nguyen Provincial People's Council, aiming to reduce market entry costs, encourage business establishment, and promote household businesses to convert into enterprises.

Currently, Thai Nguyen province has nearly 15,400 businesses. The locality aims to increase this number to approximately 36,000 by 2030, requiring over 20,600 additional businesses in five years.

To achieve this goal, the province needs over 4,100 new businesses to enter the market each year on average. In contrast, in 2025, the province saw over 1,900 newly established businesses. This means the number of new businesses each year in the coming period needs to more than double compared to 2025.

In addition to supporting market entry costs, Thai Nguyen also implements policies for science and technology businesses, innovative startups, intellectual property, and technology transfer.

Specifically, businesses receiving their first science and technology business certificate will be supported with 100 million VND; businesses recognized as innovative startups will receive 50 million VND in support.

Some intellectual property consulting activities are supported with a maximum of 30-50 million VND per contract. For technology transfer, eligible businesses can receive support for 30% of the transfer value, up to 500 million VND per contract.

According to a representative from the Thai Nguyen Provincial Business Association, compliance costs and governance requirements after market entry are among the obstacles preventing some household businesses from converting into enterprises. Therefore, policies that reduce initial costs are expected to create additional motivation for this group to enter the market.

Thai Nguyen identifies private economic development as one of three breakthroughs for the 2025-2030 term. In parallel with the goal of increasing the number of businesses, the province also aims to improve governance capacity, innovate technology, and expand the operational scale of this sector.

In the first eight months of 2026, Thai Nguyen led the country in attracting foreign direct investment (FDI), with total registered capital reaching over 8,03 billion USD, accounting for nearly 20% of the total registered FDI into Vietnam during the same period. This included 20 newly licensed projects with a total capital of over 5,79 billion USD, and additional adjusted capital of over 2,23 billion USD. The investment flow into the province significantly focused on manufacturing, high-tech, and large-scale industrial projects.

Amid increasing investment flows, support policies ranging from establishment to technology innovation are expected to expand the local business force and increase their participation in supply chains and manufacturing ecosystems within the province.
