This is stated in Government Resolution 66.22 on digital citizen development, effective from 15/8 until 28/2/2027.
According to the resolution, people using a level 2 electronic identification (VNeID) account will receive a 50% reduction in registration fees when registering automobile ownership and an exemption for motorbikes. This policy applies a maximum of one time per year, with the preferential amount not exceeding 5 times the basic salary.
To receive the incentive, individuals must pay taxes electronically as guided by the tax authorities and integrate sufficient information such as tax identification numbers, vehicle registration, and property ownership on the VNeID application.

Currently, the registration fee for automobiles carrying fewer than 9 passengers, registered for the first time, is 10%. Localities can decide on a higher rate, up to 15%. For motorbikes, the common rate is 2% for first-time registration and 1% from the second time onwards.
In addition to automobiles and motorbikes, the new resolution stipulates a 10% reduction in land and housing registration fees for those who submit electronic applications and integrate their VNeID accounts. Similar to vehicle incentives, this policy also applies one time per year, with a maximum reduction of 5 times the basic salary.
Furthermore, individuals who integrate 5 types of basic information and documents on VNeID and perform online administrative procedures may be exempt from or receive reductions on various other fees, such as fees for renewing identity cards, fees for reissuing vehicle license plates, and more.
According to the resolution, digital citizens have the right to manage the exploitation and use of personal data, and their rights and interests in the digital environment are protected by law. Concurrently, individuals need to proactively update and integrate their personal information into their VNeID accounts and national databases.
The resolution also mandates the development of the VNeID application into a platform providing digital utilities for citizens, such as electronic identification, authentication, and payment account linking. Additionally, the government designates 15/10 annually as Vietnam Digital Citizen Day.
