VNPT accelerates digital transformation in Bac Ninh

VNPT and the People's Committee of Bac Ninh province signed a digital transformation cooperation agreement for the 2026-2030 period, leveraging digital technology to drive growth and enhance local governance capabilities.

Vietnam Posts and Telecommunications Group (VNPT) and Bac Ninh province anticipate the 2026-2030 period will mark an accelerated phase of cooperation, shifting focus from "infrastructure development" to "efficient exploitation of data and digital platforms".

Digital infrastructure will continue to receive modern, integrated investment, including the expansion of new-generation 5G/6G mobile networks, the development of cloud computing platforms, the Internet of Things (IoT), and large-scale data connection systems. This forms a vital foundation for implementing smart applications in management and operations.

A key highlight of this period is the establishment of smart operation centers (IOCs) and a shared database system, connected to national databases. Building on this, technologies such as artificial intelligence (AI) and big data (Big Data) will be widely applied, improving the quality of forecasting, analysis, and decision-making in state administration.

Digital transformation will also extend to the business sector and daily life. E-commerce platforms, cashless payments, product traceability, and supply chain management will continue to be promoted, enhancing the local economy's competitiveness. Simultaneously, digital skills training programs and the development of digital citizens will gradually foster a comprehensive digital society.

This strategic direction aligns with the goal of Bac Ninh becoming a centrally-governed city before 2030, moving towards a smart urban model that is sustainable and rich in cultural identity.

Speaking at the signing ceremony, To Dung Thai, Chairman of the Board of Members of VNPT Group, emphasized that cooperation between VNPT and Bac Ninh must shift from orientation to concrete action, with actual effectiveness as the measure. The initiatives will be quantified, linked to growth, productivity, and budget, based on the province identifying its needs and VNPT focusing its resources on implementation.

He affirmed that VNPT will accompany Bac Ninh in developing digital infrastructure, science and technology, innovation, and comprehensive digital transformation. Solutions will be designed to align with government directives, be compatible with national systems, and meet local specificities.

At the event, Nguyen Hong Thai, Secretary of the Bac Ninh Provincial Party Committee, highlighted three core directions: promoting growth, fostering innovation, and enhancing governance effectiveness. Bac Ninh aims for an average growth rate of 10,5% during the 2026-2031 period, targeting 12,5-13% in 2026. The province will prioritize resources for key industries while improving its administrative apparatus and service quality. Bac Ninh requested VNPT to implement specific projects, prioritizing digital infrastructure, 5G, business support platforms, and digital transformation.

Previously, during the 2021-2025 period, VNPT effectively collaborated with Bac Ninh and Bac Giang, completing all key tasks and creating an important foundation for comprehensive digital transformation. Telecommunications and information technology infrastructure was synchronously invested, achieving 100% coverage down to the commune level, with 636 stations in Bac Ninh, 667 4G stations and dozens of 5G stations in Bac Giang, alongside a large-scale fiber optic system.

Building on this foundation, digital services were widely deployed. Over 12,000 businesses in Bac Ninh utilize electronic invoices, nearly 212,000 subscribers use digital signatures, along with numerous digital solutions for governance and payments. In the social sector, digital health was expanded; a system of around 850 cameras in Bac Ninh and over 800 in Bac Giang helps improve management and ensure security.
