The Ministry of Education and Training announced on 1/8 the establishment of 13 networks of centers of excellence and talent training in technology 4.0, following a government-approved project in February. Seven networks are in the northern region, with the rest in the central and southern regions.
The goal is to establish at least 1 or 2 networks of centers of excellence and talent training in each priority technology field of Industry 4.0. In the fields of artificial intelligence (AI), semiconductor industry, and biotechnology, there will be at least 2 or 3 centers in the north, central, and south.
Each network is led by a university specializing in the field, with at least 5 other universities and several domestic and international businesses. These networks will organize advanced training programs, including adaptation training, retraining, and specialized training, to develop human resources in several priority areas.
The 13 universities leading the talent training center networks are:
No. | University | Priority Technology Field |
1 | Hanoi University of Science and Technology | - Artificial intelligence - Semiconductor industry |
2 | University of Science and Technology, Da Nang University | - Artificial intelligence - Semiconductor industry |
3 | University of Science and Technology, Vietnam National University, TP HCM | - Artificial intelligence - Semiconductor industry |
4 | Posts and Telecommunications Institute of Technology | Next-generation network technology, intelligent network security technology, and multimedia communications |
5 | Ho Chi Minh City Open University | Educational technology |
6 | Hanoi Architectural University | New materials, construction technology |
7 | University of Transport and Communications | Intelligent technology and advanced, intelligent infrastructure |
8 | University of Transport Technology | Intelligent technology and advanced, intelligent infrastructure |
9 | Thai Nguyen University | Biotechnology in agriculture |
10 | Hue University | Biotechnology in agriculture |
11 | Can Tho University | Biotechnology in agriculture |
12 | Vietnam National University, Hanoi | Biotechnology in industry and biomedicine |
13 | Ho Chi Minh City University of Technology and Education | Renewable energy, hydrogen energy |
At the launch of seven networks in the north, Nguyen Van Phuc, Deputy Minister of Education and Training, described this as a strategic model for higher education innovation.
"Instead of individual development at each university, we are shifting to a collaborative and resource-sharing network approach. With this network, the quality of high-tech human resources will make a breakthrough", Phuc said.
According to Phuc, these networks will be the core of the innovation ecosystem, bringing together "three houses": universities, businesses, and the State, to advance science and technology for national development.

Associate Professor Nguyen Van Hung, Rector of the University of Transport and Communications, said the university has been working with other leading technical universities to build a collaborative model among seven major technical universities (G7), similar to the training center network model.
"In an increasingly flat world, no single entity can effectively address current challenges", he said. "Therefore, resource sharing is a prerequisite for higher education and science technology to become a breakthrough for Vietnam's takeoff."
Presenting their development orientations, the leading universities stated they will innovate training programs, attract at least 100 scientists and experts from home and abroad to the networks, and promote cooperation with international organizations.
