The association was established under a decision by the Ministry of Home Affairs (Bo Noi vu) at the end of 10/2025. By mid-4, the organization had finalized its operating regulations and accumulated over 100 members.
Nguyen Khac Khanh, a Lieutenant General and former Deputy Director General of Security, and former Director of Internal Political Security at the Ministry of Public Security (Bo Cong an), serves as the association's president.
The three vice presidents are Hoang Thi Kim Thuy, a former official of the Ministry of Education and Training (Bo Giao duc va Dao tao); Hoang Thi Hoa, a former Vice Chair of the National Assembly's Committee for Culture, Education, Youth, Adolescents, and Children; and Tran Duc Thinh, Permanent Deputy Director of the Vietnam Economic and Commercial Development Consulting Center.

During the launch event, Nguyen Khac Khanh observed that books and learning materials are no longer limited to print, but also exist in digital environments, some even supported by artificial intelligence (AI). Despite this, Vietnam has lacked a unified national organization to connect, represent, and support stakeholders, including businesses, publishers, and schools.
"We have many resources and initiatives, but they need to be connected and standardized for more sustainable development," Khanh stated.
Khanh outlined the association's focus for the 2026-2031 period, which includes seven groups of activities: gathering and connecting entities in the educational book and e-learning materials sector; consulting, providing feedback, and proposing related policies; and promoting the application of science and technology and knowledge transfer.
Khanh concluded, "Together, we will build a better digital knowledge platform for Vietnamese learners."
According to Nguyen Huy Dung, an Alternate Member of the 14th Central Committee of the Party and a full-time member of the Central Steering Committee for Science, Technology, Innovation, and Digital Transformation Development, the establishment of the Vietnam Association for Educational Books and E-Learning Materials holds significant social and national importance.
He praised the association's comprehensive approach, which extends beyond traditional paper books to include e-learning materials. He expressed hope that with technological support, e-books will reach students in geographically disadvantaged areas, fostering equitable access to education and promoting societal development.
