The lowest tuition fees are at the University of Science (Hue University) and the Academy of Journalism and Communication, at 13.2 and 16.9 million VND respectively.
Next is Can Tho University at 22.9 million VND. The remaining three universities all charge around 30 million VND or more: the University of Social Sciences and Humanities (Vietnam National University, Hanoi), the Posts and Telecommunications Institute of Technology, and the University of Social Sciences and Humanities (Vietnam National University, Ho Chi Minh City).

University tuition fees are currently based on Decrees 81 and 97 issued by the Government. The State sets a tuition fee ceiling (the maximum amount that can be charged) by field of study for each academic year, which universities cannot exceed. For programs that have undergone quality accreditation, universities can determine their own tuition fees.
For the 2025-2026 academic year, the tuition fee ceiling at public universities that do not yet cover their recurring expenses is 1.5-3.1 million VND per month, depending on the field of study. For autonomous universities, tuition fees can be up to 2.5 times the ceiling.
Universities offer various scholarships for new students, such as academic encouragement scholarships and scholarships for students from disadvantaged backgrounds from many sources. Some universities collaborate with banks to offer students preferential interest rate loans to ease the burden of tuition fees.
