Kinh Bac University suspends admissions for 12 programs

Several programs at Kinh Bac University, including medicine, pharmacy, law, and IT, have been suspended, requiring the university to cancel admissions decisions or transfer students to other institutions.

The Ministry of Education and Training issued the penalty at the end of July after inspecting the university's establishment and operation, including its board of trustees, admissions process, training management, quality assurance measures, and diploma issuance.

The inspection revealed Kinh Bac University lacked sufficient full-time lecturers to lead and implement master's programs in economic management and economic law.

At the undergraduate level, 10 programs lacked enough full-time lecturers: pharmacy, traditional medicine, medicine, information technology, economic law, law, tourism and travel services management, English language, business administration, and accounting.

For these violations, the Ministry fined Kinh Bac University 360 million VND and suspended educational activities for the listed programs for 9 months, effectively halting admissions and instruction.

To rectify the situation, the Ministry mandates the university to transfer students in these programs to other institutions or cancel their admissions decisions and refund tuition fees if transfers are not possible. This must be completed before 31/12.

Kinh Bac University was founded in 2012 and is located in Vu Ninh ward, Bac Ninh province. According to its website, the university offers 18 undergraduate programs and two master's programs.

In 2025, the university planned to admit students to only 8 undergraduate programs: medicine, traditional medicine, pharmacy, tourism and travel services management, information technology, business administration, accounting, and English language, with each program aiming for 50-120 students.

Admission methods include: high school graduation exam results, 12th-grade transcripts, direct admission as regulated by the Ministry, university competency assessment scores, and consideration for students graduating from intermediate or higher levels in healthcare fields.

Last year, the admission scores for Kinh Bac University ranged from 15 to 22,5. While medicine and pharmacy programs adhered to the Ministry's minimum score for healthcare programs, other programs accepted students with a score of 15.

Tuition fees for the upcoming academic year at Kinh Bac University range from 15 to 70 million VND, with medicine being the most expensive.
