This initiative is part of Government Decree 88 on the management of education and training data, which took effect on 15/5.
Specifically, each learner will be issued a lifelong learning record code, established based on their individual identification number. This code will serve as a key to access and utilize information stored in the national education and training database.
The lifelong learning record encompasses all digital data recorded during the learning process, including academic transcripts, diplomas, certificates, academic results, competency assessments, and other academic achievements.
These data are created and digitally signed by competent agencies and organizations, and they are also integrated into the VNeID application. The storage period is permanent.
Citizens can use these digital data to replace traditional paper documents. Currently, academic transcripts and various diplomas are commonly used for procedures such as school transfers, admissions, and job applications.
Management agencies and schools can also look up and use this information, but they must do so within their authority, for specified purposes, and in compliance with personal data protection regulations.
The Ministry of Education and Training will complete the issuance of lifelong learning record codes for all learners by 1/1/2027.

The development of a digital database for academic transcripts and diplomas for learners, based on individual identification codes, was outlined in the action program implementing Politburo Resolution 71 on breakthroughs in education and training development.
In 9/2025, the Prime Minister assigned ministries, sectors, and localities to promptly reduce paperwork for over 320 administrative procedures already integrated into VNeID, replacing physical documents. Government leaders requested that officials, civil servants, and public employees not ask citizens to submit or present documents whose information is already integrated into this application when conducting administrative procedures.
