Nhuong shared this vision on August 4th during the Ministry of Education and Training's official appointment ceremony where he was recognized as the new director of NEU.
Nhuong believes that in today's ever-changing landscape, higher education transcends national borders and is integral to the explosion of science, technology, artificial intelligence, and globalization.
"This requires NEU to uphold its core values while embracing new developmental directions," Nhuong said.
Specifically, the university aims to become a leading research university, ranking among the top 5 universities in Vietnam, and striving for a position within the top 100 in Asia and a high ranking globally.
Currently, NEU is not featured in prestigious rankings like QS or Times Higher Education. These rankings typically consider factors like citation index, academic reputation, student-to-faculty ratio, and internationalization.

According to its 2021-2030 development strategy, NEU is focusing on four key solutions: human resource development, financial capacity enhancement, infrastructure improvement, and management system refinement.
Specifically, the university will offer special incentives to reputable scientists and lecturers with doctorates from developed countries and international publications. It will also increase the proportion of international lecturers who can teach in English.
NEU also aims to increase revenue from services, training collaborations, and infrastructure utilization. This revenue will fund salary increases for lecturers and staff (averaging 10% annually), ensuring their average income is among the top 5 highest in Vietnam.
For students, the university will continue to attract high-achievers, ensuring a high post-graduation employment rate and top-tier incomes in Vietnam. NEU also seeks to attract international students to its advanced and English-taught programs. Last month, NEU launched a plan to make English a second language at the university, increasing the proportion of courses taught in English and raising the required IELTS score for graduates to 6.0.
Between now and 2030, NEU will develop courses related to technology, tourism and hospitality, and environmental technology. It also plans to establish 2-3 new schools and two new campuses to expand its reach.
Deputy Minister of Education and Training Hoang Minh Son considers NEU a successful model of comprehensive university autonomy, impacting and influencing Vietnam's higher education system.
According to Son, a great university requires dedicated leaders with vision and organizational skills. He expects that under Nhuong's leadership, NEU will gain prestige and influence regionally and globally.

Associate Professor Doctor Bui Huy Nhuong, 52, assumed the role of NEU director in early August, succeeding Professor Doctor Pham Hong Chuong, who retired from management.
Nhuong graduated from NEU with an economics degree in 1994 and remained at the university. He earned a master's degree in business administration from Boise State University, USA, in 1997, before returning to Vietnam for doctoral studies at NEU. He became an associate professor in 2011.
