The Ministry of Education and Training announced on 6/8 that the percentage of students who passed the high school graduation exam decreased slightly compared to 99.4% last year. This is the first graduating class under the 2018 general education program (new program).
Those who failed will not receive a high school diploma and are not eligible for university admissions. However, according to regulations, this group will receive a certificate of completion of the general education program. They can register for the graduation exam when needed or pursue vocational education.
This year, there were over 1.16 million high school graduation exam takers nationwide, including over 1.12 million 12th-grade students. The graduation assessment process for this cohort changed compared to previous years.
High school graduation exam scoring formula for 2025:
Specifically, the graduation assessment formula includes scores from four exam subjects (50%), average scores from grades 10, 11, and 12 (50%), and any priority points or bonuses. Compared to previous years, the weightage of academic transcripts increased from 30% to 50% and includes grades 10 and 11, instead of just grade 12.
The Ministry of Education and Training also removed additional points for vocational certificates, IT certificates, and foreign language certificates. Students are considered to have passed the high school graduation exam if they achieve a score of 5 or higher based on this formula and do not fail any subjects (a score of 1 or lower).
On 15/7, the Ministry announced that 936 students nationwide failed a subject (received a score of 1 or lower), with 777 failing math, 10 times higher than last year.
