General Secretary and President To Lam attended the 80th anniversary celebration of the People's Security Academy's traditional day on 22/6.
He affirmed that over the past 80 years, the Academy has established itself as a leading training and scientific research center for the people's public security force. It has trained tens of thousands of officers for the public security sector, military, internal affairs agencies, the Lao Ministry of Public Security, and the Cambodian Ministry of Interior.
The institution has also made significant contributions to building Vietnam's unique system of professional theories for national security protection.
"It can be affirmed that Vietnam is among the world's leading secure and safe countries, with significant and proud contributions from the People's Security Academy," the General Secretary and President stated.

According to the Party and State leader, as the country develops, security challenges grow, and the requirements for national security protection become higher and more comprehensive. In this context, the People's Security Academy must strive to position itself regionally and globally in academia and human resource training. It needs to increase its contributions and international cooperation in security, helping to strengthen political trust between Vietnam and its partners and expand the remote security belt.
He proposed that the Academy transition from its current status as a leading training and scientific research center for the people's public security force to a national leading training and research center on par with international standards by 2045.
The Academy must affirm its pioneering role in implementing Resolution 71 on breakthroughs in education development and the Party's guidelines and strategies for education and training. Resolution 71 sets goals for 2030: at least 8 universities in the top 200 in Asia; and by 2045: at least 5 universities in the top 100 worldwide in certain fields.
The General Secretary and President also urged the Academy to vigorously innovate its thinking, methods, and training content to build security human resources that meet the requirements and tasks of national security protection in the new era.
He emphasized that the 14th National Congress of the Party first established the concept of comprehensive security, expanding the scope of national security protection to ensure security wherever development occurs.
Security in the new era is not only border and territorial security but also regime security, governance security, cultural security, ideological security, economic security, financial security, data security, environmental security, energy security, water resource security, food security, human security, digital security, nuclear security, fiber optic transmission security, satellite security, and security in new spaces and fields such as low-altitude and outer space.
The People's Security Academy also needs to proactively respond to new forms of national security infringement, increase its contributions to implementing foreign policy at a new level, and take the lead in developing and perfecting Vietnam's national security protection doctrine.
Furthermore, the General Secretary and President requested the Academy to focus on building its team of educators and educational management staff.
For the students, he emphasized that the time spent studying at the Academy is invaluable for cultivating political courage and the moral character of a revolutionary public security officer, embodying the spirit of "three mosts": most disciplined, most loyal, and closest to the people.
Therefore, students need to focus on establishing a foundation of sharp thinking, broad vision, fostering a lifelong learning mindset, and developing creative capacity to confidently enter the new era.
He proposed that the Ministry of Public Security, the Ministry of Education and Training, and relevant ministries and agencies establish mechanisms, policies, and resource investments to enable the People's Security Academy to achieve these missions.

The People's Security Academy, formerly known as the Public Security Training School, was established on 25/6/1946. It was the first training institution of the public security sector and among the earliest educational institutions founded after the August Revolution. The Academy has changed its name six times, with "C500" being a familiar name known to many.
Lieutenant General Trinh Ngoc Quyen, Director of the People's Security Academy, stated that over 80 years, the Academy has trained 57 regular undergraduate courses, 34 master's courses, and 30 doctoral courses, along with tens of other training and refresher programs.
Besides training officers for Vietnam's public security force, the Academy also trains and develops officers for the Lao Ministry of Public Security, the Cambodian Ministry of Interior, internal affairs agencies, the people's army, and society at large.
The Academy has successfully researched thousands of state-level, ministerial-level, and institutional-level scientific projects; compiled over 2,000 textbooks and teaching materials; and boasts over 300 professors, associate professors, doctors, "people's teachers," and "distinguished teachers."
To date, the Academy has established cooperative relationships with 17 countries and 25 international training institutions and research institutes, and is an official member of the International Association of Police Academies and Colleges (INTERPA).
