This proposal is part of a draft amendment to Circular 29 on extra-curricular teaching and learning, which the Ministry of Education and Training announced on the afternoon of 5/1.
Under the draft, teachers, whether directly or indirectly, are prohibited from leveraging their position, authority, or familial relationships to organize or influence extra-curricular teaching outside of school. This aims to prevent conflicts of interest and negative impacts on the educational environment.
When conducting extra-curricular classes, teachers must report to their principal not only the subject, location, format, and teaching schedule, but also any relationship with the individual registered to operate the extra-curricular teaching facility. This information must be updated if there are changes.
If an extra-curricular teaching facility is registered under a teacher's relative's name, the teacher is forbidden from directly or indirectly managing or influencing its operations. This measure serves monitoring and management purposes, rather than being a licensing requirement for teachers conducting external classes.
Beyond these changes, the Ministry proposes that the maximum duration for in-school extra classes remain two periods per week per subject. However, the Director of the Department of Education and Training may allow exceptions in "special cases" based on a principal's request. The Ministry did not provide further details on these exceptions.
Another key adjustment involves commune-level People's Committees, which will manage, guide, and inspect extra-curricular teaching and learning activities within their jurisdiction. They will address violations or recommend actions to competent authorities. Local authorities must also publicize a hotline to receive and process feedback regarding extra-curricular classes.
The Ministry is collecting public feedback until 11/1.

Circular 29, which took effect in 2/2025, permits junior high and high schools to offer free extra classes to three specific groups: students with unsatisfactory academic results; selected gifted students; and graduating students who voluntarily register for exam preparation.
Students wishing to attend in-school extra classes must submit an application. Each class cannot exceed 45 students. Schools are limited to offering no more than two extra periods per subject each week. The state budget covers the costs.
For extra-curricular teaching outside of school, individuals and organizations must register their business and publicly disclose information regarding tuition fees and class duration. Furthermore, teachers are prohibited from collecting fees for extra classes from their own students.
Primary school students are prohibited from participating in extra classes.
