Captain Quyet, 48, from Binh Dai commune, Vinh Long province, began experiencing symptoms consistent with a stroke late on 21/2. At the time, he was operating a fishing vessel in the East Sea, approximately 73 km off the mainland. Due to his critical condition, he was transferred to another boat, owned by the same individual in Binh Dai commune, to be transported to shore for urgent medical attention.
The boat owner immediately contacted the Giao Long Port Border Post, part of the Vinh Long Provincial Border Guard. Responding swiftly, border guard forces deployed a canoe with four officers and two civilians to the sea to conduct the rescue operation.

By 6:40 AM that same day, rescue teams reached the fishing vessel carrying Captain Quyet, located approximately 13 km from the mainland. They administered initial first aid before transferring the captain to the border guard's canoe for direct transport to shore.
Upon reaching land, Captain Quyet was promptly transported to Binh Dai Regional Hospital for further treatment, where he currently remains unconscious. The initial diagnosis from medical professionals suggests he suffered a stroke.
