The Drug Administration issued this decision on 26/11, following an announcement one day earlier to recall 80 declaration receipt numbers and 162 cosmetic products linked to Mailisa. The temporary suspension stems from MK Skincare Company's failure to maintain a product information file (PIF) at its premises, a violation of Ministry of Health regulations. Without a PIF, regulatory bodies cannot assess product safety, efficacy, and quality, thereby posing potential risks to consumers.

Since 2018, MK Skincare Company, owned by Hoang Kim Khanh (husband of Phan Thi Mai, also known as Mailisa), has had 162 cosmetic product declaration forms accepted by the Drug Administration. As of 17/11, 81 of the company's product declaration receipt numbers remained valid.
Phan Thi Mai, known as Mailisa, founded and operates the eponymous beauty salon chain. Beyond beauty services, Mailisa sells various cosmetic products, including the Doctor Magic brand, which Mailisa imports and exclusively distributes in Vietnam. These products are listed on Mailisa's website with prices ranging from 120,000 VND to 2,700,000 VND.
Five days ago, Mailisa's owners were arrested on charges of smuggling. This followed an earlier request from the Drug Administration for local authorities to collect samples of Doctor Magic, Maika Beauty, and MK cosmetics from MK Skincare Company for quality testing.
Once the suspension period concludes, provided the company has fully rectified its violations and submitted a report, the Drug Administration will reconsider accepting its applications.
