The Drug Administration of Vietnam, under the Ministry of Health, issued a decision on 9/12 to recall four cosmetic products. Three of these products — ASAP Radiance Serum, Mandelic Acid 3-In-1 Wash, and 3% Mandelic Acid 3-In-1 Toner — were found to have actual formulas inconsistent with their declared documentation.
The fourth product, BELLMONA TEA TREE MODELING MASK, violated labeling regulations. Its original label stated "Tea tree Herb Modeling Mask", which lacked the brand name BELLMONA and did not match the name declared on its product registration form. All four cosmetic products were marketed by Zacy Cosmetics Company Limited, located in Dong Da ward, Hanoi.
On the same day, the Drug Administration of Vietnam withdrew the registration numbers for these products. The administration also temporarily suspended the review of new cosmetic product registration applications from Zacy Company for six months. This action underscores the authorities' commitment to ensuring product safety and regulatory compliance.
The regulatory authority has instructed local departments of health to inform businesses and users of cosmetics in their areas to immediately cease sales and use of the affected products, and to return them to the supplier. Zacy Company is responsible for recalling the entire non-compliant batch. The Hanoi Department of Health is tasked with overseeing this process and reporting the results to the administration by 30/12.
This move by the Drug Administration of Vietnam comes as authorities consistently uncover violations in the pharmaceutical and cosmetic sectors. Recently, the administration conducted unannounced inspections of 38 facilities, identifying 17 cases of violations. Furthermore, in 20 other provinces and cities, health inspectors recorded 48 non-compliant entities after reviewing 865 manufacturing, import, and business establishments. These ongoing investigations highlight a broader effort to tighten regulations and enhance consumer protection across the industry.
