10th-grade student infiltrates national vaccination system, steals data

A 10th-grade student infiltrated the computer network of the National Vaccination Information System, managed by the Department of Preventive Medicine, stealing and offering for sale approximately 20 million personal data records.

On 10/6, Lam Dong Provincial Police announced they had initiated legal proceedings against a 16-year-old male student residing in Quan Thanh commune, Nghe An province. He faces charges of illegally using computer network information and unauthorized access to computer networks, offenses outlined in Articles 288 and 289 of the Penal Code.

Through online channels, the Lam Dong Police's Cyber Security and High-Tech Crime Prevention Department discovered accounts on various private groups and forums offering large quantities of personal data for sale, including data belonging to residents of Lam Dong.

Electronic forensics revealed that the 10th-grade student, attending a high school in Nghe An province, developed programming algorithms. He then exploited security vulnerabilities to illegally access the National Vaccination Information System, which is managed by the Department of Preventive Medicine under the Ministry of Health. His objective was to collect personal data from citizens nationwide.

After acquiring the data, the student posted and sold it on online groups dedicated to personal data trading. Investigators have determined that the suspect collected and sold around 20 million personal data records, generating a profit of over 100 million VND.

The Lam Dong Provincial Police are currently expanding their investigation into the case.
