On 1/8, the Quang Ninh Provincial Police Investigation Agency launched an investigation into the incident for alleged public disorder offenses.
Around 12:05 AM on 25/7, Bai Chay Ward Police received a report from Pham Thi Tuyet (34, a local resident) stating that she and two friends were assaulted by a group of men in front of the Phantom karaoke bar in the Cai Dam area.
After an investigation, Quang Ninh Provincial Police detained six men directly involved.
Tuyet said that at midnight on 24/7, she and two friends arrived at the karaoke bar and at the entrance were accosted by a man in a black shirt. "He appeared drunk and repeatedly tried to hug me, even though I dodged and backed away," she said.
An argument ensued, and the man continued to approach, provoking Tuyet and her friends. "He said he enjoyed teasing us and dared us to call whoever we wanted," she added.
Tuyet explained that she didn't know him and wanted to avoid a fight, so she tried to evade him. However, he persisted and punched her in the stomach. When she pushed him away with her foot, he circled back and kicked one of her friends, causing her to fall to the ground.
Angered by the harassment and assault, Tuyet and her friends fought back. "Then, several people ran out of the karaoke bar and called others to join in attacking us," Tuyet said.
A video recorded by a bystander shows several large men repeatedly slapping, punching, and pulling Tuyet's hair. The assault only stopped when Tuyet's family and Bai Chay Ward Police arrived.
Tuyet was hospitalized for four days with a concussion.
