Are private school students exempt from tuition fees in the 2025-2026 school year?

I've heard many people say that starting from the 2025-2026 school year, high school students will be exempt from tuition fees.

However, after researching, I haven't found any official legal documents clearly stipulating this. Therefore, I'd like clarification on the following points:

First, will this tuition exemption policy actually be implemented from the 2025-2026 school year, and if so, what specific legal document is it based on?

Second, if the tuition exemption policy is applied, will it cover all high school students or only those attending public schools?

Third, if a student attends a private school, like my child who is currently in 11th grade at a private school in Ho Chi Minh City, will this tuition exemption policy apply?
