Officials from the B’Lao Ward People’s Committee (UBND) confirmed that Phan Bich Tram (a specialist at the ward’s Public Administrative Service Center) has been suspended for 15 days, effective 3/9, pending a police investigation.
Tram is accused of assaulting 34-year-old Vu Thi Hong Ha on 24/8. Authorities are investigating the actions of Ha's husband, Vo Long Hai (Vice President of the ward's Veterans Association), who allegedly assisted in the assault.
The couple are currently separated. The attack reportedly stemmed from Ha's attempts to "find evidence of her husband's infidelity."
According to Ha’s statement to B’Lao Ward Police, on the afternoon of 24/8, she was riding her motorbike near her home in Loc Son residential group 1 when two motorbikes blocked her path. As she stopped, Tram and another man pushed her into some bushes and proceeded to punch, kick, and scratch her face and stomach.
Security camera footage shows Hai watching as his wife was repeatedly assaulted by Tram, without intervening. When a young man in a ride-hailing service jacket approached to stop the attack, Hai and another person chased him away.
Tram continued the assault throughout. Hai then approached his wife, kicked her, and threatened her. The incident, which lasted over 5 minutes, was captured by a nearby security camera.
A B’Lao Ward official stated, "The ward’s stance is that any official found guilty of misconduct will be dealt with strictly according to the law,".
