Hai Phong City Police arrested Cuong and are pursuing the remaining individuals involved to clarify the case on 17/8.

Initial investigations show that on that morning, Truong and several others went to the gate of the Gia Minh Drug Rehabilitation Center in Bach Dang ward. They hung banners and encroached on the center's secure area. Officer Pham Van Thang of the Hai Phong City Mobile Police Department, who was on duty guarding the facility, approached them to intervene.

However, Truong and his accomplices refused to comply and attacked Thang, slashing his hand with a weapon. Bach Dang Commune Police arrested Truong immediately afterward.

Dr. Nguyen Duc Hoat, Deputy Director of Viet Tiep Friendship Hospital, reported that Thang was admitted to the emergency room with severe blood loss and a severed thumb. Doctors successfully reattached the thumb, and the patient is now in stable condition.
