On 25/8, the Quang Tri Provincial Police's traffic police department handed over Pham Van Hai, residing in Hoa Quan commune, Nghe An province, along with the seized items, to the Economic Police Department for investigation into the illegal transportation of fireworks.

At approximately 9:40 PM on 24/8, a task force from the Dakrong Traffic Police Station detected a 7-seater car, driven by Hai, showing unusual signs at Km 36 on National Highway 9, in Huong Hiep commune. The vehicle was traveling from Lao Bao towards Cam Lo.

Authorities signaled the driver to stop, but Hai failed to comply and fled. Police pursued the vehicle, eventually stopping it on an inter-village road in Cam Lo commune and apprehending the driver.

Upon inspecting the car, authorities discovered and seized 279 boxes of fireworks, comprising 189 boxes of 49 tubes and 90 boxes of 36 tubes, with a total weight of about 370 kg. These fireworks lacked invoices or documents proving their origin.
