On 12/8, the Drug Crime Investigation Department (Hung Yen Provincial Police) announced the temporary criminal detention of Do Duy Duc (32, from Ha Noi), Nguyen Van Cuong (41, from Thanh Hoa), and Luung Van Hung (25, from Son La). They are being investigated for acts related to illegal drug trafficking and possession.

Initial investigations reveal Duc, a construction foreman in Ha Noi, exploited his workers' drug dependency. He conceived a plan to purchase illicit substances, using them both as payment for labor and selling them for profit to other laborers.
On the afternoon of 8/8, Duc transferred 31.5 million VND to Cuong's account, instructing him to buy drugs. Cuong then invited Hung, and the two took a taxi from Tay Mo ward (Nam Tu Liem district, Ha Noi) to Hung Yen to procure the drugs.
Around 5:30 p.m. the same day, police intercepted them on DT.378 road (a section through Chi Minh commune, Hung Yen province) as they were heading back to Ha Noi, catching them with a bag containing the drugs.
Forensic examination confirmed the substance was heroin, weighing more than 17.5 grams.
The investigation agency noted that both Cuong and Hung are drug addicts and have prior convictions for illegal drug possession.
