Hai, 37, and 5 other individuals were criminally detained, according to an announcement by Quang Ninh provincial leaders on the afternoon of 5/1.
Initial investigations revealed that Pham Hai Nam, 17, from Ha Lam ward, was admitted to the Hai Ha Social Work Center on 21/12. That evening, he was beaten multiple times. On the morning of 23/12, Nam was again assaulted with weapons by several students and staff members at the center.
That same afternoon, Nam's health deteriorated, and he died at home, his body covered in numerous bruises.

Nam's unusual death sparked outrage and suspicion among his family. "They claimed my son fought with a friend. But looking at the marks on his body, it was clear he had been assaulted", said Pham Trung Kien, Nam's father.
The Quang Ninh Provincial Police quickly launched an investigation and detained those involved. Subsequently, many former students and their families also came forward, reporting incidents of assault, harassment, and being forced to assault others during their time at the center.
The Hai Ha Social Work Center, established in 2018 and directed by Nguyen Van Hai, is headquartered in Hong Ha 6, Ha Long ward, Quang Ninh province. It was advertised as a facility specializing in nurturing, caring for, and treating children with autism, disabilities, and gaming addiction.
